 Pre-ban mag question for NY'ers

I have a few mags in PA @ a friends house, just got my 15rnd pmags there awesome. So my question is how do i determine if they are pre-ban there are no dates, like my hk91 mags?

The mags say the following on the floorplate
"m16/m16a1 cal 5.56mm
universal inds. div.
simmonds prec. prod. inc.
west haven, conn. usa"

So what the hell are they? are they preban?

I wouldn't take my opinion as legal advice, but if they are not marked, I wouldn't worry about it. Anything marked with a date after 94 would be a nogo. Opinions will vary.

They sound like ordinary surplus GI mags.
USGI Mags were not date marked before the 1994 AWB.

Of course in PA any mag. is legal.

AND -In NJ - this is the Law...

Any magazine with a capacity greater than fifteen rounds is prohibited, even if there is no semi-automatic firearm to accompany the magazine unless the person has a registered “assault firearm” and the magazine is used for DCM sanctioned shooting matches.

Then why do I have a bunch of date stamped preban mags?

So........I have mags with NO dates or ANY markings on the mag bodies, they have OKAY industry floorplates. I know they are preban, but what about the proper authorities?? Has anybody ever been approached at the range or any other place about their mags. I'm personally buying as many preban DATED mags as I can afford/need.

Center Industries preban USGI mags are dated. There are millions of USGI preban mags from other manufacturers that are not dated. Some of you guys need to take a chill break with regards to undated preban USGI mags.

Preban USGI mags are easy to identify.

So you say you have a bunch of Okay mags with no dates on them that are preban? Remove the floorplate and look inside for a date stamp of the year and the month, something like, K11 86. Nov. 1986. Most Okay mags have an internal date stamp that many people don't know about, a good way to get dated mags cheap.

ok so these are not preban?
just regular GI surplus? I have 6 of these and figured if they were preban i could do a swap for some 15 round p-mags With a NYer. If there was willing guys.

CHAPTER 44 - FIREARMS

Section 922. Unlawful acts

(a) It shall be unlawful -
(1) for any person -

....................................

(w)(1) Except as provided in paragraph (2), it shall be unlawful
for a person to transfer or possess a large capacity ammunition
feeding device.
(2) Paragraph (1) shall not apply to the possession or transfer
of any large capacity ammunition feeding device otherwise lawfully
possessed on or before the date of the enactment of this
subsection.
(3) This subsection shall not apply to -
(A) the manufacture for, transfer to, or possession by the
United States or a department or agency of the United States or a
State or a department, agency, or political subdivision of a
State, or a transfer to or possession by a law enforcement
officer employed by such an entity for purposes of law
enforcement (whether on or off duty);
(B) the transfer to a licensee under title I of the Atomic
Energy Act of 1954 for purposes of establishing and maintaining
an on-site physical protection system and security organization
required by Federal law, or possession by an employee or
contractor of such licensee on-site for such purposes or off-site
for purposes of licensee-authorized training or transportation of
nuclear materials;
(C) the possession, by an individual who is retired from
service with a law enforcement agency and is not otherwise
prohibited from receiving ammunition, of a large capacity
ammunition feeding device transferred to the individual by the
agency upon such retirement; or
(D) the manufacture, transfer, or possession of any large
capacity ammunition feeding device by a licensed manufacturer or
licensed importer for the purposes of testing or experimentation
authorized by the Attorney General.

(4) If a person charged with violating paragraph (1) asserts that
paragraph (1) does not apply to such person because of paragraph
(2) or (3), the Government shall have the burden of proof to show
that such paragraph (1) applies to such person. The lack of a
serial number as described in section 923(i) of this title shall be
a presumption that the large capacity ammunition feeding device is
not subject to the prohibition of possession in paragraph (1).
